Over three years ago, Governor Andrew Cuomo announced a goal for the state to direct 30 percent of public contracts to women and minority owned businesses. However, contractors have faced multiple problems reaching that goal. Mike Elmendorf, President and Chief Executive Officer of the Associated General Contractors of New York State, explained some of the problems that contractors are facing.
