According to Michael Carey, an advocate for the developmentally disabled whose son Jonathan was killed in state care, documents from the Justice Center for the Protection of People with Special Needs show questionable protocol for investigating cases of abuse and neglect. The New York Civil Liberties Union and the Legal Services of Central New York filed a lawsuit alleging the abuse of children in solitary confinement in Upstate NY.
