Gov. Cuomo outlined his $152.3 billion budget proposals yesterday, which call for the extension of the Millionaires tax, an increase of $1 billion in school aid, and investment in infrastructure. He first briefed lawmakers on the budget in closed-door meetings before releasing the details publicly in an evening press conference. Today, Ron Deutsch, the executive director of the Fiscal Policy Institute, and David Friedfel, the director of State Studies for the Citizens Budget Commission, shared two perspectives on the proposals.
