The governor has tied AIM funding, which is state aid to local governments, to local consolidation. But many local leaders are opposed to the plan, calling it an unfunded mandate. We heard from two opponents: State Senator Kathy Marchione (R – Halfmoon) and Chairman of the Saratoga County Board of Supervisors and Town of Stillwater Supervisor Edward Kinowski (R-Stillwater).
